Sometimes that comment unfortunately is reversed. I see cases where the c-level crowd is out of touch yet, stategy and tactics both are managed well below. That is not always the case, but unfortunately they don't always test for strategic thinking when handing out titles.

A strategy may seem very cleat to a senior management group, but it can be so generalized and jargon filled that it doesn't mean anything to anyone else. And when everybody in the business isn't a part of it, there will be a shipwreck.
